How well do you know them?
For close friends, include a shared memory or something you look forward to doing together. For a colleague, a warm congratulations and a wish for their life together is enough. Use both names; do not assume a surname change, religious belief, or plans for children.
A complete wedding card
Keep the note about the marriage rather than the gift, venue, or cost of the day. The names below are examples.

When you cannot attend
